You have to start working for company Y then apply for a transfer to Company X.
I am currently working for company x on F1-OPT and I have an offer with company y dating December 2023. Both companies applied for H1B in 2023 but I got picked in the second round lottery through company Y. Is it possible to transfer the H1B (if is filed by company y) to company x before even joining company y?
